The information is submitted by pilots, controllers, ground crew members, etc. (anonymously, if desired) via special forms available from NASA. This information is maintainted in a database, and is used to determine corrective actions and advisories where appropriate. For more detailed information on the program, refer to FAA Advisory Circular OO-46C. FAR 91.57 prohibits reports filed with NASA from being used for FAA enforcement purposes (although reporting an incident via ASRS does not release anyone from possible prosecution, either). Anyone requesting it can receive a free subscription to the regular bulletin of the ASRS - "Callback". It contains an overview of recent submissions, usually highlighting one or two areas of concern, with excerpts from related submissions. There is a concentration on airline related matters, but topics directly and indirectly of concern to GA are covered as well. This program has been in place for several years, and "Callback" always makes for interesting reading.
